 Update on Gulf of Mexico Oil Spill - At this time, the well integrity test on the MC252 exploratory well continues. During the test, the three ram capping stack has been closed, shutting in the well. All sub-sea containment systems (namely, the Q4000 and Helix Producer systems) have been temporarily suspended. Work on the first relief well, which started May 2, continues. The well reached a depth of 17,864 feet as of July 18th and the next scheduled operation is to carry out a ranging run. The second relief well, which started May 16, is at a measured depth of 15,874 feet and has been temporarily halted.

 BP Claims Payments Top $200 Million. Payments to residents and businesses of the Gulf Coast reached $201 million today as BP continued to increase its outreach to thousands of people who have filed claims related to the Gulf of Mexico oil and gas spill.

 BP Liable for Reporting and Royalties on Oil and Gas from Leaking Well. Interior’s chief oil and gas regulatory official has informed BP that it must report all oil and gas-related activities at the damaged Macondo well and pay royalties on all oil and gas captured from the leaking well. The company also will be liable for royalties on lost or wasted oil and gas if it is determined that negligence or regulatory violations caused or contributed to the Deepwater Horizon explosion and subsequent leak.

 Secretary Salazar Issues New Suspensions to Guide Safe Pause on Deepwater Drilling. Like the deepwater drilling moratorium lifted by the District Court on June 22, the deepwater drilling suspensions ordered today apply to most deepwater drilling activities and could last through November 30.

 Baker Hughes Announces June 2010 Rig Counts. International rig count for June 2010 was 1,099, up 9 from the 1,090 counted in May 2010, and up 132 from the 967 counted in June 2009. The international offshore rig count for June 2010 was 312, up 14 from the 298 counted in May 2010 and up 45 from the 267 counted in June 2009. The US rig count for June 2010 was 1,531, up 18 from the 1,513 counted in May 2010 and up 636 from the 895 counted in June 2009. The Canadian rig count for June 2010 was 229, up 82 from the 147 counted in May 2010 and up 104 from the 125 counted in June 2009.

 Total signs an agreement to acquire UTS Corporation with its 20% interest in the Canadian Fort Hills project in view of reorganizing its oil sands portfolio. The cost of the acquisition for Total amounts to approximately CAD 1.15 billion (ie CAD 2.35 per share). The Fort Hills project is operated by Canada’s Suncor Energy Inc. with a 60% interest, the remaining 20% held by Teck Resources Ltd.

 Update on Gulf of Mexico Oil Spill; The lower marine riser package (LMRP) containment cap, installed on June 3, takes oil and gas to the Discoverer Enterprise where oil is collected and gas flared. The second system, which began operations on June 16, takes oil and gas to the Q4000 vessel on the surface where both oil and gas are flared. On July 3, a total of approximately 25,198 barrels of oil were collected or flared by the two systems and 57.0 million cubic feet of gas were flared. The cost of the response to date amounts to approximately $3.12 billion.

 IEA sees the first early signs of an energy technology revolution underway across the globe but urges that much more needs to be done to achieve the necessary long-term CO2 cuts. Global investment in renewable electricity generation, led by wind and solar, reached an all-time high of USD 112 billion in 2008 and remained broadly stable in 2009 despite the economic downturn. Many major car companies are adding hybrid and all-electric vehicles to their fleets. Expanded production of such vehicles combined with the purchase incentives available in many countries, could put more than 5 million such vehicles on the road in the next 10 years. In OECD countries, the rate of energy efficiency improvement has increased to almost 2% per year.
